The use of the ATA carnet

 When we assume obligations to serve the event clientele and to transport necessary tools and other equipment from the one country to another, we use ATA Carnets as the uniform document for custom authorities.

 

The ATA Carnets are internationally recognised documents, which were adopted at the Istanbul Congress in 1990. Such documents authorise temporary admission/importation of equipment and some other goods across the borders of the countries that had signed the relevant agreement.

 

ATA Carnet is a booklet with white, yellow, and blue pages sized A4 (the vouchers), which can be torn off eventually. The booklet cover contains all necessary information about the cargo and its owner.

 

In fact, ATA Carnet is a kind of passport that the company presents to custom authorities, and it is the only document, which is necessary for the admission of cargo in some countries. In some other countries, such document only substitutes a customs declaration or serves as a guaranty of payment of the customs duties in the event when cargo is not exporting after the specified period. It is also important to know that not all of the signatories of the said convention had adopted all of its terms and provisions. 

 

The admission of a cargo under ATA Carnet ensures the following:

 

-Facilitation of the customs clearance procedure;

-In many cases, a release from the necessity to obtain additional approvals and the avoidance of the payment of security deposits at the customs offices.

 

However,  ATA Carnet only authorises a temporary admission of cargoes to the territory of a country. The permitted period of stay for tools and other items within the territory of a country of admission constitutes one year. Prior to the expiry of the said period, it is necessary to either export a cargo or re-issue the documents, and it is possible to extend the aforesaid period for another year in some cases. For this purpose, it is necessary to obtain a new ATA Carnet and update the previous one and the new one at the customs office.
